Customer blocking and message quality
Handle opt-outs and check the quality signals available in WhatsApp Manager.
Respect opt-outs
Customers can block a business or report messages they do not want. Send messages only to people who have given the required permission, and honour requests to stop. The WhatsApp Business Messaging Policy requires businesses to respect opt-out requests made on or off WhatsApp.
When someone asks to stop receiving messages, exclude them from future campaigns and related automation. Review the audience before your next broadcast.
Check phone-number quality
In WhatsApp Manager, open Phone numbers and check the quality rating for the affected number. Meta's phone-number quality guidance, checked on 20 October 2026, describes ratings based on recent customer feedback over the past seven days, including blocks and reports.
| Rating | Meaning |
|---|---|
| Green | High quality. |
| Yellow | Medium quality. |
| Red | Low quality. |
Read any block-reason insights available for the number. These quality signals do not guarantee that you can identify each customer who blocked you.
Meta discontinued the old phone-number Flagged and Restricted statuses on 7 October 2025. Older screenshots and tier instructions using those statuses should not be used to diagnose a current account. Account-level restrictions still apply under Meta's enforcement rules. Check messaging limits for the current limit guidance.
Check template quality separately
Open Manage templates in WhatsApp Manager to inspect the relevant template's quality and status. Template quality reflects signals such as customer feedback and engagement. It is separate from the phone-number quality rating.
Meta's template quality guide describes high, medium, low, and pending quality. Quality can affect pacing or pausing. A paused, disabled, or unapproved template cannot be sent until its status allows sending.
If quality drops, review the message, whether the audience expected it, and how often you contact them. Stop sending to people who opted out and revise the message before resuming.
An undeliverable message does not confirm a block
Error 131026 has several possible causes. Use Message undeliverable to investigate it. Do not label a customer as having blocked your business based on that error alone.
